A donut shop is moving into downtown's historic Papio Theatre, Election Day is a week from Tuesday, and Halloween events are filling the calendar. Here's what's new.

🏗️ Development & Business

Glazed N Raised is coming to the historic Papio Theatre building downtown. The donut business announced on social media that it has signed the lease and plans to bring "new life (and donuts!)" to the old theater. The building, which opened as a movie house in 1948 according to Cinema Treasures, was most recently home to Green Street Cycles. It has also housed a concert venue, a church and a coffee house over the years. Top Form and Divine Rebel Yoga are also in the building. The announcement did not give an opening date, hours or menu, and the image that came with it is labeled an AI-generated concept that may differ from the final design. We'll share an opening date as soon as there is one. To follow along, watch Glazed N Raised's social media pages for opening details.

The Highway 370 mixed-use development agreement is changing, and it adds veterinary services. This is the Tower District area. The City Council's October 20 agenda listed a public hearing and vote on a second amendment to the development agreement with developer 84-370 Main Street, LLC. According to the city's staff report, the amendment adds three more replats to the project, updates the development plan, landscape plan and sign budget, and adds Veterinary Services as a permitted use in Zone 4. The report recommends approval and lists no fiscal impact. Minutes for October 20 are not posted yet, so we can't say how the vote went. See the full October 20 agenda.

Russell Speeder's Car Wash plans free washes for veterans, active military and first responders November 9 to 11. According to a press release the company sent us, the offer runs during operating hours at its Nebraska locations, including Papillion, and a military or first responder ID is required. We could not independently confirm the Papillion location or 2026 dates beyond the release, so check with the car wash before you go. The release lists addresses for each location.

🏛️ Local Politics & Civic News

The Council's October 20 agenda took up the Missing Middle housing rules and a new four-way stop. The "Missing Middle" zoning amendment (Ordinance 2093) was back for a third reading after the Council continued it on August 18 so the Affordable Housing Ad Hoc Committee could review it. It would create use types for triplexes, quadplexes and cottage clusters so those homes, along with duplexes and townhomes, can be allowed in more zoning districts, and staff recommends approval. The agenda also included a resolution for a four-way stop at South 90th Street and Schram Road, which the Public Safety Committee reviewed on October 6, citing more turning traffic since the southern leg of 90th Street was added with the Shadow Creek development. Other items included an I-80 interchange cost-share agreement with Gretna and ordinances on purchasing authority and contract thresholds. Minutes aren't posted yet, so these are agenda items, not confirmed outcomes. Read the agenda and reports.

What happened October 6. According to the minutes, the Council approved the consent agenda, the One and Six Year Road Plan, a street right-of-way dedication at South 162nd Street and Sunburst Drive, and the municipal compliance certification to the state. An amendment to add a temporary Beadle Street and/or Grandview Avenue extension during East 6th Street construction failed.

Election Day is Tuesday, November 3. Papillion voters will choose a new mayor, with City Council President Bob Stubbe and nonprofit executive Joe Hunter on the ballot to succeed Mayor David Black. The City Council's next meeting is Wednesday, November 4, at 7 p.m. (a day later than usual because of Election Day), per the city calendar, with another on November 17. Whether you support or oppose an item, you can speak during Comments from the Floor or a public hearing, or send written comment to the City Clerk (402-827-1111). Agendas are on the city's Agenda Center.
