Election Day is Tuesday, and the City Council's October 20 votes are now on the record. Here's what's new (but first a word from this week’s sponsor):

In partnership with

Your Backyard, All Four Seasons

Most backyards get about 90 good days a year. Yours could get 365.

Think about the moments you keep postponing "until summer": the birthday dinner outside, the Sunday morning coffee, the late-night talks with friends. A Hansø pergola stops the waiting.

Adjustable louvers let you chase the sun or shut out the rain. The structure is built from T6 aerospace-grade aluminum and engineered for up to 167 mph winds and up to 65 PSF snow load, so it's still standing strong when the weather isn't.

Early Bird Offers LAST CHANCE: save up to 40% on pergolas, plus a $1,000 installation voucher*, a Free Hansø ProCheck Care™ 10-Year Plan worth $950, and some FREE accessories to keep fall and winter evenings cozy.

Most pergolas are just for summer. Yours is for every season.

🏗️ Development & Business

The Highway 370 development agreement change, which adds veterinary services, was approved. We told you last week that the City Council's October 20 agenda included a second amendment to the Tower District-area agreement with developer 84-370 Main Street, LLC. According to the October 20 minutes, the Council approved it 7-0 among members present. The amendment adds three replats, updates the development plan, landscape plan and sign budget, and allows veterinary services as a permitted use in Zone 4, per the city's staff report.

🏛️ Local Politics & Civic News

The Council approved the Missing Middle housing rules 6-1. Per the October 20 minutes, the Council amended Ordinance 2093 to replace its Exhibit A with recommendations from the Affordable Housing Ad Hoc Committee, then approved it as amended. Councilmember Gaines voted no and Councilmember Sunde was absent. A motion to postpone the ordinance indefinitely failed. As described in the agenda, the ordinance creates use types for triplexes, quadplexes and cottage clusters so those homes can be allowed in more zoning districts. The same meeting passed a consent agenda that included the four-way stop at South 90th Street and Schram Road, 7-0 among members present.

Election Day is Tuesday, November 3. Papillion voters will choose a new mayor, with City Council President Bob Stubbe and nonprofit executive Joe Hunter on the ballot to succeed Mayor David Black. To check your registration or find your polling place, start with Sarpy County's election page.

Next up: the City Council meets Wednesday, November 4, at 7 p.m. (a day later than usual because of Election Day), per the city calendar. The posted agenda includes oaths of office for three new firefighters, second readings and public hearings on Ordinance 2099 (purchasing-authority thresholds) and Ordinance 2100 (contract advertising and procurement thresholds), two Sump Drive right-of-way dedications, a three-year Urban SDK software agreement, the Walnut Creek building addition contract and final payment on the Police Department expansion. A closed session on potential litigation is also listed. Whether you support or oppose an item, you can speak at the public hearings or during Comments from the Floor at City Hall, 122 E. 3rd St., or send written comment to the City Clerk (402-827-1111) ahead of time. The next meeting after that is November 17.

🌳 Around Papillion

The kids' holiday card contest deadline was extended to November 8. Last week we listed November 1 as the deadline, but the city's news page now says November 8. Children 12 and under can submit artwork, city staff will pick four designs for a public vote, and winners receive prizes.

A pet food pantry opens Saturday at Town and Country Animal Rescue. A reader asked us to spread the word about the rescue's pet food collection. The rescue's events page lists a Pet Food Pantry on Saturday, November 7, from 9 to 11 a.m. at 14110 S. 84th St., for local residents in need of pet food (bringing a pet is not required). Donations are welcome at the drop-off area on the north side of the lower parking lot. The rescue's Fall Food Drive with Thrivent ended October 31, but the drop-off is still the place to bring food.
